Israel wants fewer civilian deaths in future wars?

A 37 page report by the Israel on the 2008 Cast Lead operation includes operational changes that will be implemented into the combat doctrine of the IDF designed to further minimize civilian casualties in conflicts.



Two of the major changes include the restriction of use of white phosphorous and the inclusion of humanitarian affairs officers in every combat unit in the field.



Furthermore ever since the gaza operation 47 investigations have opened by Israel against Israeli soldiers on grounds of misconduct.

What are your thoughts on this?

Personally I think it shows a commitment by Israel to really try to minimize civilian casualties, as well as accept responsibility for the actions of individual soldiers.

On the other hand, the only response given by the PA is that it cannot conduct an investigation of Hamas. While Hamas has remained silent after the Goldstone report, to which it responded by claiming no war crimes have been made on its part or by any of its combatants. This also makes me wonder, in Hamas charter there is a clear stance of Islamic law. This means that the UN
